District Election Officer

– Section 13 AA of the Representation of the People Act, 1950 provides for the appointment of a District Election Officer in each district who shall be an officer of Government. Normally the District Collectors / District Magistrates / Deputy Commissioners are designated and notified as the District Election Officers (DEO) of their districts. The District Election Officer shall coordinate and supervise all work in the district or in the area within his jurisdiction in connection with the preparation and revision of the electoral rolls for all parliamentary, assembly and council constituencies within the district. The district election officer shall also perform such other functions as may be entrusted to him by the Election Commission and the chief electoral officer.

Electoral Registration Officer

– Section 13B of the Representation of the People Act 1950, the electoral roll for each constituency shall be prepared and revised by an Electoral Registration Officer (ERO). In east district an officer equivalent to Additional District Collector and Sub-Divisional Magistrate are appointed as ERO. One ERO may look after more than one Assembly Constituency. There are currently eight EROs in East district.

Assistant Electoral Registration Officer

– Section 13C of the Representation of the People Act provides for the appointment of one or more persons as Assistant Electoral Registration Officers (AERO) to assist the Electoral Registration Officers in the performance of their functions. The Assistant Electoral Registration Officers are competent to perform all the functions of the Electoral Registration Officers subject to the control of the Electoral Registration Officer. There are fourteen AEROs in east district. Most of them are Block Development Officers and equivalent to the Under Secretary except for AC-23 Shyari and AC-25 Upper Tadong.

Supervisory Officer

– According to Section 13 B (2) of RPA 1950, BLO Supervisor is appointed by District Election Officer who should be officials from class II of the State Government. Each BLO should have, under his charge, a maximum of 10 BLOs. He shall maintain check on quality of work done by Booth Level Officers and closely monitor their functioning. Every Assembly Constituency is appointed withone each Supervisory Officerin east district.

Booth level Officer

-Under Section 13 B (2) of RPA 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. One BLO is responsible for one part of electoral roll. The DEOs in consultation with the EROs of the AC appoint BLOs. There are 232 BLOs in east district. They shall continue to discharge responsibilities assigned to them by their parent offices.

Election Cell

is a section under DEO, headed by Under Secretary and the staff to support smooth functioning of Election related works DEO. The staffs are appointed by the Office of the Chief Electoral Officer. There is currently nine staff engaged in the cell.
