EXCISE DEPARTMENT

ABOUT US 

The Excise (Abkari) Department, Government of Sikkim looks after implementation and enforcement of The Sikkim Excise Act, 1992 (State Act) and Medicinal and Toilet Preparations Act (Excise Duties) Act, 1955 (Central Act) in the State. In addition, it strives to prevent the use of unsafe liquor and ensure informed consumption of liquor keeping in view the health and hygiene of the consumers. The Department is also a major contributor in the Revenue generation of the State Government for funding of developmental activities.

The objective of the Department comprises the following:

  • Regulate manufacture, transport, possession and sale of all excisable articles

  • Effective enforcement and inspection
  • Generate optimal Revenue for funding of developmental activities of the State Government
  • Impart training to officers and staffs for better efficiency

The Sikkim Excise Act, 1992 and the Medicinal & Toilet Preparation Act 1955 enables the Department not only to regulate but also enable collection of Revenues by way of Excise Duty, License Fee, and Export Pass Fee etc. Under the provisions of the above Acts, the Department monitors and frames Rules and Regulations for manufacture, import, export, licensing, sale, storage /warehousing, inspection of all alcohol, spirits, derivatives, raw material and by products. The Department is also a major contributor to the Revenue of the State Government.

The Department is presently headed by an officer in the rank of Principal Secretary to the Government. Till 1974 it was headed by the Executive Officer and was located at the old District Office (presently the Secretariat Annex adjacent to Power Secretariat). The Department shifted to its present premises at Mahatma Gandhi Marg, Gangtok in the mid 1970’s. The Principal Secretary is assisted by Commissioner, Additional Commissioner, other officers and staffs.

It has a Regional Office (South/West) at Jorethang headed by a Deputy Commissioner who looks after the affairs relating to South and West Districts’. An officer in the rank of Inspector along with other supporting staffs is also stationed in Gyalshing, West Sikkim. Similarly, a Inspector is posted at Namchi, South District. The North and the East Districts’ falls under the jurisdiction of the Regional Office (North/East) attached with the Head Office, Gangtok. A Assistant Sub-Inspector along with support staff is posted at Mangan, North Sikkim.

The implementation of various Acts, Rules and Regulations and its enforcement is very important for the Department. Training is mandatory for field staff as well as executive officers. It is an important aspect for the Department to be efficient and effective and, as such, field staff and officers are deputed for training and refreshers course at regular intervals.
